Notice of Commencement of Municipal Class Environmental Assessment (MCEA) Addendum Process

For the MCEA Completed Previously for Expansion of the Colborne Wastewater Treatment Plant (WWTP)


In June 2007, the Township of Cramahe completed a Schedule C Municipal Class Environmental Assessment (MCEA) to plan for the provision of additional wastewater treatment capacity at the Colborne Wastewater Treatment Plant (WWTP) in order support population and employment growth in the Colborne area. The recommendations of the previous MCEA included 3 phases of upgrade/expansion:

- Phase 1: New effluent pumping station, new outfall pipeline to Lake Ontario, and a new outfall diffuser in Lake Ontario;

- Phase 2: Lagoon sludge removal and upgrades to the aeration facilities to increase wastewater treatment capacity to a total of 1,750 m3/d; and

- Phase 3: New treatment units to provide a total of 3,466 m3/d of wastewater treatment capacity plus facilities for septage handling.

Following the completion of the previous MCEA in 2007, Phases 1 and 2 were implemented, but the new treatment units were not installed to provide the additional expanded treatment capacity of 3,466 m3/d of wastewater. The Colborne WWTP’s rated capacity remains at 1,750 m3/d.

The MCEA planning process (October 2000, as amended in 2007, 2011, and 2015), which is an approved process under the Ontario Environmental Assessment Act, states that if the period of time from the completion of the MCEA to the commencement of construction of a project exceeds ten (10) years, the planning and design process and current environmental conditions should be reviewed to ensure that the proposed project and mitigation measures are still valid given the current planning context. The Township is now undertaking this review the ensure that the recommendations for the expansion of the Colborne WWTP are still valid.
